<p>Alliances are definitely the backbone of our struggles. In a world where traditional fault-lines between progressives and conservatives are being blurred by populist movements, it is more essential than ever to reconnect all our social struggles together.</p>
<p>So this May 17 provided an essential moment around the globe for all defenders of sexual and gender diversities to express their support. Voices of sexual and gender minorities and all their supporters and friends resonated around the globe, from Australia to China, from Kenya to Chile.</p>
<p>In some places, opponents violently cracked down on peaceful May 17 events. In Lebanon, the Beirut Pride festival had to be suspended. In Georgia, Caucasus, the Orthodox Church and Neo-Nazi factions threatened to physically assault LGBT groups, leading to the cancellation of planned events. In China, some university authorities actively tried to discourage students from holding events to mark May 17.</p>
<p>But however hard opponents tried, the mobilisation for sexual and gender diversities did not abate.</p>
<p>Everywhere, more and more voices joined the global celebration for sexual and gender diversities.</p>
<p>This album provides a few snapshots from the many events that were recorded. They bear testimony to the organisers’ creativity and courage.</p>

<p>Same-sex couples in Cambodia declared their commitment to each other in a colorful public ceremony. They wanted to help raise awareness about LGBTI rights.</p>
<p>The couples entered into Cambodia’s version of civil partnership known as the Declaration of Family Relationship (DoFR), which is gaining popularity across the country.</p>
<p>Leading LGBTI organization, Rainbow Community Kampuchea-rock (RoCK) created the DoFR. In 2014, RoCK became Cambodia’s first registered LGBTI non-government organization.</p>
<p>RoCK has helped introduce the DoFR 50 communes in 15 provinces around Cambodia.</p>
<p>‘The Declaration of Family Relationship is a civil contract that two person who are willing to be together and share responsibility taking care of family, children and distribute the joint asset, as a legal spouse do,’ RoCK’s Raksmey Tuy and Cheyleaphy Heng told Gay Star News.</p>

<p>As part of its introduction to communities, RoCK has traveled across Cambodia to hold workshops with local authorities.</p>
<p>‘So far, there are 21 couples who signed on the forms,’ Raksmey and Cheyleaphy said.</p>
<h2>Going public with their love</h2>
<p>‘Three couples signed their form to symbolize their relationship and desire for legal protection as a family in the occasion of Pride Week and IDAHOTB celebration,’ they said.</p>
<p>‘During the event, the family of one couple urged the support from government to support their LGBT family members.’</p>

<p>Raksmey was one of the people to sign the forms during last week’s public ceremony.</p>
<p>She said it felt good to show the world her relationship with pride.</p>
<p>‘I have been with my partners for 4 years now and, although the family of both sides accept us, we<br />
still feel that we need legal acceptance and protection to strengthen our love relationship,’ she said.</p>
<p>RoCK’s Pride Week coincided with this year’s IDHOBT (International Day Against Homophobia, Biphobia and Transphobia). This year marked the 10th anniversary of RoCK’s first Pride Week in Cambodia.</p>
<p>The group kept busy during the week raising awareness about LGBTI issues. It held cultural public events, but also met with high level government officials.</p>
<h2>What’s needed for LGBTI people in Cambodia</h2>
<p>Even though Cambodia is one of the<a href="https://www.gaystarnews.com/article/will-cambodia-be-the-next-asian-country-to-get-same-sex-marriage/#gs.SdEAMxU" target="_blank" rel="noopener"> more tolerant countries in Asia</a> there are still several legal barriers to conquer to achieve equality.</p>
<p>According to RoCK, the priorities are:</p>
<ol>
<li>Making adoption legal for LGBT couple</li>
<li>Legalizing marriage equality</li>
<li>Making it easier for trans people to update their gender on legal documents such as national ID cards, passports and birth certificates.</li>
</ol>
<p>‘The government is also an important key player to promote non-discrimination to the public and public servants,’ Raksmey and Cheyleaphy said.</p>
<p>‘When the LGBT community is accepted for who they are and feel confident of their identity, they got better chance of access to education, employment and other settings.’</p>
<p>The group also called for better medical support for trans people in Cambodia.</p>

<p>RIO DE JANEIRO, BRAZIL – The Ministry of Human Rights established a National Pact against LGBT-POV (violence against lesbians, gays, bisexuals, transsexuals, and transvestites) last week on Tuesday, May 15th, which aims to combat violence against LGBT peoples and prioritize respect for human dignity and diversity.</p>

<p>The ordinance came into effect immediately and was officially launched by the Federal Government on May 16th, the eve of the International Day Against Homophobia, Transphobia, and Biphobia. The federal government and ten states have already joined the agreement.</p>
<p>According to government agency reports, Brazil is the country with the highest murder rate of <a href="http://riotimesonline.com/brazil-news/rio-politics/brazil-registers-142000-complaints-about-violence-in-2017/" target="_blank" rel="noopener">LGBT people</a> in the world. The Gay Group of Bahia recorded a total of 445 murders in 2017, that is, every nineteen hours, an LGBT person is killed. In the city of Rio, nine people from the <a href="http://riotimesonline.com/brazil-news/rio-politics/thousands-gather-for-gay-pride-parade-in-rios-copacabana-beach/">LGBT</a> community have already lost their lives in the last five months.</p>
<p>Among some of the actions foreseen in the pact are to execute an Action Plan, establish State Councils to Combat LGBT Discrimination, and to include these actions in the Pluriannual Plan (PPA) so that the budget for the policies is guaranteed.</p>
<p>One of the key obstacles remaining is the question of budget, highlighted both by civil society and members of state. “We cannot implement public policies in Brazil if we do not see a budget for it,” said Keila Simpson, president of the National Association of Transsexuals  (ANTRA).</p>
<p>Hernan Sourigues, an Argentinian who has been living in Rio for four and a half years, says, “I receive this news with skepticism as there is a major reduction in investment in everything related to human rights programs.”</p>
<p>Sourigues first came as a tourist ten years ago and then after several visits decided to stay indefinitely. However, identifying as gay in this city does come with its ups and downs.</p>
<p>“Zona Sul (South Zone) appears very open-minded, we see Post 8 in Ipanema and so many gays showing affection. Then you discover it’s not exactly like that, particularly in other neighborhoods.”</p>
<p>Still, in 2016 the Rio was named the LGBT community’s <a href="http://riotimesonline.com/brazil-news/rio-travel/rio-voted-south-americas-best-lgbt-beach-destination/" target="_blank" rel="noopener">favorite beach destination</a> in South America. The honor was announced at the 44th Annual Brazilian Travel Agencies Association (ABAV) International Tourism Fair, Brazil’s largest tourism exposition held in <a href="http://riotimesonline.com/brazil-news/rio-politics/three-million-gather-for-gay-pride-parade-in-sao-paulo/" target="_blank" rel="noopener">São Paulo</a>.</p>

<p>Police in Moldova fired tear gas at anti-LGBT protesters to keep them away from a <a href="https://www.pinknews.co.uk/2018/05/15/beirut-pride-will-be-suspended-until-a-judge-decides-if-its-an-incitement-to-immorality/">Pride march.</a></p>
<p>LGBT activists feared a repeat of violent scenes at the annual Moldova Pride solidarity march, which took place in the country’s capital Chisinau on May 19.</p>
<p>Last year’s march was marred by clashes between <a href="https://www.pinknews.co.uk/2018/04/26/mike-pompeo-anti-gay-republican-trump-secretary-of-state/">anti-LGBT Orthodox Christian protesters</a> and the LGBT activists – with the country’s President Igar Dodon publicly hitting out at the LGBT event.</p>
<p>However, this year’s event enjoyed a significant level of police protection, preventing further clashes.</p>
<p><a href="https://www.rferl.org/a/moldova-lgbt-march-police-repel-orthodox-activists/29237375.html">Radio Free Europe reports</a> that the protesters “were fended off by police who deployed tear gas,” as the Pride march progressed – with LGBT activists carrying foam hearts.</p>

<p>The protection for the event comes after 20 embassies signed a statement of support for the LGBT march.</p>
<p>The missions of Argentina, Belgium, Canada, Czech Republic, Denmark, Estonia, Finland, France, Germany, Ireland, Italy, Latvia, Lithuania, Netherlands, Norway, Portugal, Slovenia, Spain, Sweden, Switzerland, United Kingdom and United States signed the statement, which was issued on International Day Against Homophobia, Transphobia and Biphobia (May 17).</p>

<p>It said: “We express our support for lesbian, gay, bisexual, transgender and intersex (LGBTI) persons in the Republic of Moldova</p>
<p>“We note that the 17th LGBTI Festival ‘Moldova Pride’ is currently taking place.</p>
<p>“As the values of tolerance and respect for diversity are fundamental to open democratic societies, we recognize the right of LGBTI-persons and their supporters to conduct the Solidarity March on 19 May 2018 peacefully.</p>
<p>“Each day, individuals face discrimination because of their sexual orientation or gender identity. Our governments seek to combat such discrimination by promoting the human rights of all.</p>

<p>Moldova, an eastern European former Soviet state, has previous faced calls for <a href="https://www.pinknews.co.uk/2016/06/08/moldova-considers-a-russia-style-gay-propaganda-law/">a Russia-style ban on so-called “gay propaganda.”</a></p>
<p>A country-wide gay propaganda law was adopted for a period of three months in 2013, <a href="https://www.pinknews.co.uk/2013/10/15/campaigners-applaud-moldova-for-overturning-anti-gay-propaganda-law/">but was overturned as the country sought closer relations with the EU</a>, which does not permit the legislation.</p>

<p>Speaking at an anti-LGBT event last year, Moldovan President Igar Dodon said: “I have never promised to be the president of the gays, they should have elected their own president.</p>
<p>“They cannot and will not be accepted by me personally, neither by the entire society.”</p>
<p>Amnesty International described his comments as a “serious violation of Moldova’s constitution, which bans the head of state from inciting hate and obliges him to respect the rights of every Moldovan citizen.”</p>

<p>To mark the International Day Against Homophobia, Biphobia and Transphobia (IDAHOT), the National LGBT* Rights Organization LGL decorated the crossing outside its office at <a href="https://maps.google.com/?q=Pylimo+St.+21+(Vilnius&amp;entry=gmail&amp;source=g">Pylimo St. 21 (Vilnius</a>) in rainbow colors. As the link between LGL’s LGBT community center and the jazz club Pavilijonas, which often hosts LGBT community events, the crossing is a significant one to the Vilnius LGBT community. This rainbow crossing in the city center will show Vilnius residents and guests that Vilnius is an open and LGBT-friendly city.</p>
<p>The opening of the rainbow crossing was the inaugural event of the Rainbow Days 2018 festival programme. Lithuanian Parliament members, city council representatives, the local LGBT community, residents and tourists were all invited to attend. During the opening event, a 30-meter-long rainbow flag was unfurled symbolizing the local LGBT community’s solidarity in celebrating Lithuania’s 100 years of statehood.</p>

<p>On 16th May, 2018 the National LGBT* Rights Organization LGL, in cooperation with the Member of the Lithuanian Parliament Ms. Aušrinė Armonaitė, organinized a press conference “LGBT* Human Rights Situation in Lithuania: between ‘Culture of Limitations’ and Progress” in the Lithuanian Parliament on the occasion of the International Day Against Homophobia, Transphobia and Biphobia (IDAHOT).</p>
<p>During the press conference, the following topics were discussed: Lithuania’s position on the annual Rainbow Index by the international organization ILGA-Europe; the results of the study on homophobic bullying at Lithuanian schools, implemented by the National LGBT* Rights Organization LGL; “Rainbow Days” 2018 festival programme and plans for the upcoming Baltic Pride 2019 festival in Vilnius.</p>

<h2>Rainbow Bus Visits Lithuanian State Institutions</h2>
<div>In order to draw attention to legal, social and cultural challenges faced by the Lithuanian LGBT community, the National LGBT* Rights Organization LGL invited the local LGBT community to unfurl a 30-meter-long rainbow flag in front of four of Lithuania’s primary state institutions, namely: the Parliament, the Government’s Office, the President’s Palace and the Cathedral.</div>
<div>
<p>We hope that this action will encourage Lithuanian legislators and policy makers to take direct action so that Lithuania, as it celebrates its 100 years of statehood, will be a welcoming place for everyone to live and LGBT people will be able to contribute to their full extent to a flourishing state.</p>

<p>With a mix of adoration and bemusement Myanmar people tuned in along with an estimated global audience of 2 billion to watch the royal wedding, Saturday afternoon Greenwich Time.</p>

<p>In London, a sunny, mild spring day stood as the perfect backdrop for a royal wedding which was said to be breaking with tradition (Prince Harry married an American divorcee, something Edward VIII had to abdicate over).</p>
<p>Still, here were no crowd-lined boulevards in Yangon. As Ms Markle was walked up the aisle by the father of the groom, Prince Charles, it was about 6pm local time and still scorching.</p>
<p>But, thousands did tune in to the live stream of the event on Facebook, where user reactions ranged from adoration to utter bemusement.</p>
<p>An overriding theme of the day was that love transcends cultural boundaries. “The royals are a proud family. It’s really heart-warming and I can feel the love,” one user commented on the DVB Facebook page.</p>

<p>Comparisons were also made with the ‘Myanmar elites’. “Wow look at that, she looks totally different to [Thandar Shwe],” wrote a user underneath the live stream of the wedding on the Duwun Facebook page.</p>
<p>Thandar Shwe, the eldest daughter of former General Than Shwe, wore a bright pink gown and millions of dollars of diamonds in her hair at her infamously opulent wedding in 2006. Ms Markle’s simple tiara and elegant bridal whites paled in comparison. Some estimates put the value of the gifts given to Thandar Shwe and her husband Major Zaw Phyo Win at US$50 million.</p>
<p>Still, even though there wasn’t a champagne tower to be seen (or slurped), the occasion wasn’t cheap either. British taxpayers did foot an estimated bill of $43 million for wedding security while private expenses were paid for by the Royal Family through treasury grants.  Prince Harry and Meghan asked guests to donate to seven charities of their choice.</p>
<p>The cultural clash did not stop there. Making a reference to Ms Markle’s very discreet make-up, one user said : “If a Burmese make-up artist had put that on a Burmese bride, there would be a problem.”</p>

<p>Some enjoyed the occasion but were more circumspect: “I’m glad we don’t have a monarchy, if we had royal weddings like this, there would too many problems among the royal family and so much controversy,” one user wrote under the Facebook hashtag #RoyalWedding.</p>
<p>Blue-blooded Burmese do exist, but have no role in state ceremony. (That does not mean that dynastic lineage does not play a role in the exercise of power in Myanmar)</p>
<p>Others weren’t swept up in the wedding fever:  “They did not do anything for their country but it cost the [British] public a lot of money for their wedding. I don’t like this monarchy system. I don’t understand it,” read one comment on the 7Day News Journal Facebook page.</p>
<p><strong>Cupcakes and sandwiches</strong></p>
<p>A small reception was held the following day at the British Ambassador’s residence in Yangon, where Deputy Ambassador David Hall toasted the newlyweds calling the occasion a celebration of love.</p>
<p>“Quite a lot of people got that sense that love is universal and that their wedding wasn’t so different from everyone else’s weddings,” Deputy Ambassador Hall told Pulse.</p>
<p>In the colonial-era mansion’s lofty drawing room, guests munched on elderflower cupcakes and tuna sandwiches. Many of the guests were representatives from charities and NGOs focusing on causes dear to the newlyweds.</p>
<p>The event finished with a performance from the &amp;PROUD LGBT Choir to mark the International Day Against Homophobia, Transphobia &amp; Biphobia on May 17.</p>

<p>“For everyone, getting married is about overcoming some sort of obstacle along the way… We have things like ‘do our parents approve? Is it acceptable to marry across class, ethnicity, and racial and religious divides?’ That can be a challenge in any country, and definitely in Myanmar,” said Hall.</p>
<p>“[The Royal Wedding] is one those things that doesn’t seem controversial. People see this as something that’s not political and it’s been wonderful to have this party and all celebrate love together.”</p>
<p>Now that she has married a foreigner, Ms Markle has become the Duchess of Sussex. Unlike in Myanmar, the title already existed and did not need to be created to circumvent constitutional constraints. – Additional reporting by Ei Shwe Phyu.</p>

<p><b>OUTRIGHT Namibia opened the first outreach health centre for the lesbian, gay, bisexual, transgender, and intersex community (LGBTI) in Windhoek last week.</b></p>
<p>This coincided with the celebration of the international day against homophobia, transgender and biphobia held annually on 17 May to bring attention to the discrimination and violence against the LGBTI community.</p>
<p>OutRight Namibia director Friedel Dausab said during the opening that reports of violence and harassment were still the norm in all regions of the world.</p>
<p>“As a result, LGBTI people are affected by multiple forms of discrimination and the lack of access to their economic, social and cultural rights,” he stated.</p>
<p>Dausab said in order to make sure that no one was left behind, action must be taken to break down the systematic barriers that exclude LGBTI people from the benefits of the development agenda.</p>
<p>Wings to Transcend Namibia (WTTN) director Jholerina Timbo, who also spoke during the opening, said it was crucial that people worked in partnership to create and affirm health or service provision for communities.</p>
<p>WTTN is a Namibian transgender rights and health organisation which was formed in October 2015 as a voice for the transgender community in Namibia to advocate legal gender recognition, non-discriminatory and non-stigmatising healthcare, and trans and gender sensitive healthcare in both the public and private healthcare spheres.</p>
<p>“It is only through partnerships with the Namibia Planned Parenthood Association (NAPPA), SFH, Life Line Childline and other organisations that provide counselling which is important for transgender people, that we can deal with discrimination related issues, when it comes to mental health and well-being,” Timbo said.</p>
<p>Most public healthcare facilities do not consider the needs of transgender people when they seek help, and most are taunted and mocked at.</p>
<p>“We are grateful that OutRight Namibia is opening a drop-in centre to fill the need of our community,” Timbo enthused.</p>
